This was the decade of Japanification - a vacation from reality by and for an old age home incapable of accepting the truth. Each successive "round" of buffoonery dumber than the last.All of which has been sponsored by central bank monetary expansion. Stimulus gimmicks to cover up the fact that the real economy is no longer functioning on any normal level. Beyond the Ponzi asset bubbles, the price paid for this gimmickry is a non-functioning labor market. The strip mining of good jobs in good industries supplanted by burrito assembly lines and Starbucks baristas.

And a lack of real investment. Why would anyone invest in a non-functioning economy with ever-declining capacity utilization? Better and far easier to just buy back stock and pretend business is "growing". A decade of cost cutting quarter after quarter.
